摘　　要：发展地方中小金融租赁机构在促进农业机械化和扶植中小企业发展方面有着积极的作用,从而有利于我国二元经济结构的弱化。成立地方中小金融租赁机构在宏观政策与法律、金融租赁制度、资金来源及公司运行机制等方面具有可行性。因此,应着手组建农机租赁公司推进农业机械化进程,制订税收优惠政策引导金融租赁公司为中小企业发展服务,建立租赁保险制度以有效防范租赁风险。Developing local financial leasing institutions cau improve farming mechanization and help the development of medium and small-sized enterprises to decrease ＂dual-economy system＂ effect. This paper analyses the possibilities of constituting local financial leasing institutions, based on macropolicy and law, financial leasing regulations, capital tunnels and operation according to corporate law. The conclusion suggested that satting up of agricultural leasing company in countryside, unified and affordable tax policy for leasing service of SMEs, and leasing credit insurance policy to deal with the risk in the leasing transactions will promote mechanization of farming.
