摘　　要：在全面分析我国农村社会养老保险现状与存在问题的基础上,提出建立和完善农村社会养老保险制度应选择适合中国国情的养老保险模式,必须与当地经济发展水平相适应,坚持个人帐户储备积累模式;并对政府在建立农村社会养老保险制度中的责任以及养老保险基金营运等问题进行了论证。Based on the complete analysis of the current situation and issues of the old-age insurance of rural districts in China, this essay puts forwad to the old-age insurance model suitable for Chinese national conditions so as to establish and perfect the social old-age insurance system. The essay also suggests another model of the store accumulation of an individual account , which must comform to the developing level of local economy. Finally, the author demonstrates the government＇ s responsibility when establishing the social old-age insurance system in rural districts and proves the solution to some issues during the operation of the old-age insurance fund.
