摘　　要：依据经济学相关理论,通过构建模型,研究了我国电力产业用普遍服务基金机制替代原有交叉补贴机制的转换成本以及最佳时机,为实现高效率的机制转换提供了理论参考。Through establishing the model based on economic theories, this paper studies the cost and the optimal opportunity transforming the cross-subsidy mechanism to university service fund system. And it provides some theoretical reference to achieve the highly efficient mechanism transformation.
