摘　　要：农村贫困人口最低生活保障面临的主要问题是:农村低保制度不健全;资金筹措渠道不畅,贫困县低保配套资金难以落实;农村低保标准偏低、覆盖面窄;农村居民的家庭收入核定难;扶贫开发与农村低保工作重点在认识上有误区。The main problems regarding subsistence allowances for the poor in rural areas are that the basic living allowance system in the rural areas is yet to be improved; difficult ways of fund-raising make the poverty-stricken counties hard to get access to the matching fund for the basic living allowances; the basic living allowance in the rural areas has a lower standard and a smaller coverage; the family income of the rural residents is hard to be estimated and approved; poverty alleviation development and work focus on minimum living guarantee of rural residents are not fully understood.
