摘 要:新时期,我国一些领导者道德遭遇困境,集中体现在某些掌握公共权力的官员在权力运用方面的不道德。对此,可认用行政伦理减缓"机会主义行为倾向",以行政伦理的个个自主性弥补体制缺陷。这要求在行政伦理的基础上重塑领导者的道德,具体包括行政良心的培养、行政伦理规范的确立及伦理立法。In the new era, some leaders in China are encountering moral dilemma which is embodied in the abuse of power of some officials who hold public power. In light of this phenomenon, administrative ethics can be employed to slow down the “tendency of opportunism” , and individual autonomy of administrative ethics can he exploited to make up for the defects of the system. However, it is required that the leaders' moral be remolded on the basis of administrative ethics, which includes the cultivation of administrative conscience, the establishment of administrative ethical norm, and ethic legislation.
