摘　　要：为更好地运用全球海上遇险报警系统(Global Maritime Distress and Safety System,GMDSS),针对GMDSS的误报警、紧急无线电示位标(Emergency Position Indicating Radio Beacon,EPIRB)使用及MF/HF海岸电台减少等带来的问题,提出完善GMDSS系统遇险报警设计、确保卫星EPIRB可靠高效运行、合理均衡发展卫星与地面系统等应对措施.In order to use GMDSS （Global Maritime Distress and Safety System） better, according to false alerts, troubles of EPIRB （ Emergency Position Indicating Radio Beacon） ＇ s application and decreases of MF/HF communication system with GMDSS, a set of methods is proposed. The methods include improving the alert design of GMDSS, ensuring the satellite EPIRB to run efficiently, and developing the satellite communication system and the ground radio communication system equally.
