摘 要:通过对我国城市化进程、城市建设用地需求与土地供给关系进行分析,阐明了我国处在城市化快速发展阶段,城市用地需求量日益增加,而在人多地少,且城市化水平及土地资源具有明显空间差异的国情下,城市土地供需矛盾随城市化快速发展而愈益突显。基于我国本轮土地利用总体规划修编思路,结合实例研究,认为在城市化快速发展阶段,"定量、定位"供给未能有效解决供需矛盾,城市土地供给和耕地占补平衡应依各地实际分别对待。依城市化进程及土地供给现状及发展趋势,从科学发展的角度,对管理、规划、建设等方面提出相应的对策。With the analysis on the relationships among the urbanization process, the land supply and the requirements of urban construction, the paper suggests that the urban land requirements is improving constantly in the stage of rapid growth of urbanization. More and more contradictions about land demand and supply are appearing because more people requires more land while both the level of urbanization and the land resources are not in balance in difference areas. Examples analysis, on the basis of the revised thoughts in general plans for the utilization of land, suggests that the question of urban land supply and cultivated land requisition-compensation balance requires solution based on concrete analysis of situations in different areas. However, it's not valid to use the tools of "supply with rations qualitatively" to solve the contradictions of land demand and supply in the stage of rapid growth of urbanization. Therefore the paper gives some countermeasures from the aspects of management, plan and construction, on the basis of current situation and prospect of the urbanization process and the land supply, with the perspective of scientific development.
