摘　　要：结合房地产业的迅速发展,通过调查,重点从规划和设计阶段分析了建筑行业的粗放型管理模式造成的资源浪费现象,并针对性地提出了对策,以缓解我国人均资源相对少的问题,完善中小型城市设计规划阶段的管理模式,从而保证有效地控制投资。Combined with the quick development of the real estate and through survey, it analyzes the resource waste phenomena generated by extensive management model in the architectural trade from the layout and design stage emphasized, and brings forward countermeasures aiming it, which will release the problem of few per resource in our country, perfect management model in the design and layout stage of the medium and small-sized cities, and ensure the control investment effectively.
