无公害农产品一体化推进的理论基础与成效分析

摘　　要：无公害农产品在获得产地认定后再进行产品认证的工作模式呈现出产地认定与产品认证滞后、脱节等问题,严重影响了无公害农产品认证工作的快速、持续、健康发展。该文介绍了无公害农产品产地认定和产品认证一体化推进的起因和进展,探讨了一体化推进制度设立的理论基础,对一体化推进实施一年来的工作进行了成效分析,并对在实施中出现的一些问题的提出了建议。This paper introduces the origin and progress in promoting mergence of cognizance for production areas of non-polluted agricultural products and for agricultural products as well; expounds the theoretic foundation for establishing system for mergence as a whole, and analyzes the efficiency achieved dur- ing the past year; raises suggestions for solving problems occurring during implementation, such as. inspection of combined application of several agricultural products, checkup of production record, countercheck of former attested products and certification replacement and linking up of merging in one system, etc.
