小城镇发展建设模式研究--以天津市为例

摘　　要：小城镇发展建设是统筹城乡关系、加快推进城市化进程、实现社会经济跨越式发展的根本途径。在分析国家及天津市关于小城镇发展目标的前提下,借鉴国内外先进经验,研究天津市小城镇发展建设的关键因素及辅助配套措施,提出以城乡规划为前提,以集约利用土地、多元化融资启动、基础设施先行、特色产业化为核心的政府推进型小城镇的发展建设模式。The development of small -town is the basic approach to plan urban and rural as a whole ,to speed up urbanization progress and to realize society economic leaping development. By analyzing the goals of small - town development in Tianjin and Central State and introducing the advanced experience in and abroad,the paper takes a research on the key issues and the corelatire necessary measures of small - town construction in Tianjin. Meanwhile the paper puts forward that the modes of being pushed by the national state in small - town development and construction should bring into the city - country planning, integrating land use, diversified financing channels,infrastructure construction first and special industrialization as the core.
