公民网络参与的政府创新分析--以湖南“献计献策”活动为例

摘　　要：在从计划经济向市场经济转型时期,为了满足社会经济发展的需要,不少地方政府从理念、体制、机制、技术等方面开展了多种形式的创新活动。中共湖南省委凭借着多种形式的网络平台,开展了为湖南"献计献策"的活动,扩大公民参与的渠道,回应社会中的各种问题和需求,提高公民对党的公共政策的影响力,对宏观公共政策的制定和执行产生积极的影响,有利于公共政策的执行和落实,从而建构起多元合作的格局。During the transition period, as the needs of socio -economic development, local government launched a variety of innovative movements. By virtue of Internet, the Hunan Provincial Committee launched ＂ Brainstorming for Hunan＂ movement which expanded the channel of citizen participation and absorbed various problems and needs of society. The movement had some positive impact on constitution and implementation of the macroscopical public policy, it is good to have a Multi -dimensional cooperative pattern and had a certain practical and theoretical significance as well.
