开发农村水电 改善偏远贫困地区无电人口民生状况

摘　　要：目前全国尚有1000多万无电人口,居住区域极为偏远,负荷少而分散,用大电网延伸解决供电问题是不现实的。这些人口的70%位于水电资源较为丰富的地区,因此,利用水能、风能等可再生能源最终解决无电人口问题成为赋予农村水电的一项重要任务。通过分析解决无电人口用电问题存在的主要障碍,提出了措施建议。At present, there are more than 10 million population without access to electricity. It is impractical to extend big grid to the far-reaching and widely-scattered areas. However, 70% of these areas are rich in hydropower or wind, developing renewable energy from water and wind is a good option. Thus relevant measures are proposed in accordance with analysis of issues related to these areas.
