摘　　要：20世纪初期,处在风雨飘摇之中的清政府进行了一场旨在维护其统治的"新政"改良运动,改革警政便是其内容之一,并于1905年成立了中国历史上第一个中央警务机关——巡警部,以指导全国的警政建设,这在一定程度上推动了中国警政近代化。The Qing Dynasty conducted a ＂New Deal＂ reformation in the early of the 20th century, which aimed at the maintenance of the ruling. The police administration is one of the content. In 1905, the dynasty set up the first central police administration organ - - - the ministry of police, which is in order to guide the whole police ministry. It advanced the Chinese police administration modernization.
