摘　　要：在现行的招标投标管理办法实施以来,所引发了因中标价格过低而导致工程质量下降乃至事故频繁的发生等现象,剖析了工程造价下滑的政策面以及工程价格市场化的因素。利用对成本报价的界定,固有思维定势的转变,推举在必要条件下实行次低价格中标的办法,从而有效的、合理的规避了低于成本中标所带来的负面影响。Since current bidding work management is implemented, it causes project quality dropping even emergence with frequent accident because it is low to pass in the biding price to initiate, have dissected the factors of policy and project that the fabrication cost of the project glides with market-based price. Utilize to cost definition of quotation, inherent transition of regular thinking tendency, elect second-class way that win a bid at a low price under the requirement, thus effective, not reasonable to evade lower than negative effect that cost＇s winning a bid brings.
