论市民社会中公意实践的条件

摘　　要：市民社会要求每一个公民都具有自由、平等的发展空间。由于社会现实中每个个体的利益追求是狭隘的,因而就需要有一种力量来规范和管理社会的经济、政治和文化生活,以保证社会良性有序的发展。作为公意体现者和执行者的政府就必须树立以人为本的基本原则,在经济上消除社会贫困、政治上协调好各个利益集团的关系、在社会道德方面形成社会价值观念体系,以最大程度实现公意。Citizen society requires each citizen should have the developing room of freedom and equality. In reality, However the interest pursued by each individual is limited. Therefore, in order to guarantee the society＇s harmonious orderly development, it needs a kind of power to standardize and manage the social economics, politics and cultural life. As the reflector and executor of the public will, the government must set the human-oriented principle. At the same time, to the biggest extent, the government must eliminate social poverty in economics; harmonize each group＇ s interest relationship in politics, and shape the system of social value in social moral in the course of realizing the public will.
