旅游环境承载力及其调控研究

摘　　要：首先提出了初步判断旅游经济与环境是否协调、是否持续发展的理论和指标———旅游环境承载力,得出定义、特征,进而提出采用旅游环境容量对旅游环境承载力进行定量研究。通过从经济学角度探讨旅游环境容量,认为它所具有的公共资源属性导致了资源市场配置的失效,从而引发了旅游环境容量超载。为使旅游环境容量资源能够合理配置,建议代理政府行使旅游资源管理职能的旅游行政管理部门对资源配置进行调控。The thesis advances a new tentative theory and index -Tourism Environmental Bearing Capability （TEBC）, which can judge whether the tourism economy is in harmony with its environment, and whether the tourism is in sustainable development or not. It describes the definition and the nature of TEBC. It also proposes carrying on ration research to tourism environmental bearing capability with tourism environmental capacity. And the capacity of tourism environment is discussed from the view of economics. As a kind of public resource, it causes the inefficiency of resource market disposing and overload of tourism environmental capacity. In order to dispose tourism environmental capacity resource rationally, administrative departments should regulate the resource distribution.
