摘　　要：文章首先提出黑龙江省逐年增大对农业的贷款,但农业经济发展和农民收入及消费水平却没有因此有较大的增长这个问题,并以农村信贷资金流动性为切入点,利用 Feldstein-Horioka 测试方法验证黑龙江省农村信贷资金流动能力,对其流动性进行了效果分析来说明产生这个问题的原因,并提出了相应的建议。The article first proposed the question that Heilongjiang Province increases the agricultural loan year by year, but the development of agricultural economy and the farmer receive, the consumption level actually do not grow. The writer makes the countryside credit fund course as the key , using the Feldstein - Horioka method tests the Heilongjiang Province countryside credit fund course, and analyzes the effect of credit fund course to explain this question, and puts forward the corresponding proposal.
