全方位遏制“金三角”毒源的对策研究

摘　　要：针对"金三角"地区毒品对我渗透仍然呈现出"大小并进,多头入境,全线渗透"的态势,我们必须从战略高度来思考遏制"金三角"毒源新的对策。把遏制和清除"金三角"地区毒源纳入国际禁毒的整体战略之中;以发展替代种植为战略重点,加强国际禁毒合作,推进"金三角"地区替代种植的经济发展;以加强联合扫毒行动为主要举措,消减毒源地毒品生产制造与走私贩运能力;建立全方位堵源截流的战略格局,遏制"金三角"毒品走私的严峻态势。Against Chinese drug penetration situation from ＂ Golden Triangle＂ areas, which is characterized by ＂all -round penetrating in different ways, in the scale of both in large and small＂ , we must study new strategies towards the drug source control in ＂ Golden Triangle＂ areas. The strategies： The drug source control in ＂ Golden Triangle＂ areas should become a part of the international integrated drugcontrol strategy ; Attaching great importance to developing alternative development; Enhancing international cooperation, further improving the development of alternative economy in ＂Golden Triangle＂ areas; Reducing the capacities on drug manufacture and trafficking in drug source places, by means of strengthening cooperation on drug enforcement; Establishing a comprehensive strategic system on eradicating sources of drugs and obstructing their channels of trafficking, to keep the grim drug trafficking situation of ＂Golden Triangle＂ areas within limits.
