欧盟水资源管理政策分析及对我国跨边界河流水资源管理的启示

摘　　要：欧盟作为重要的国际组织,在跨国界河流水资源管理的政策实施上起着重要的作用。欧洲水资源管理政策经历了水质标准制定阶段、排污限制阶段和综合管理阶段。2000年颁布的《欧盟水框架指令》建立了一个综合水资源管理的框架,提供了一个基本的方法、目标、原则和措施。欧盟水资源管理政策的发展对我国跨边界河流水资源管理有重要的借鉴意义和启示作用。As the important international organization, European Union is playing the vital role in running water resource management policy on the transnational river. The Europe water resource management policy has experienced the water quality standard formulation stage, the pollution discharge limit stage and synthesis management stage. ＂uropean Union Water Framework Directive＂ was promulgated in 2000. It has established a comprehensive water resources management frame, has provided an essential method, goal, principle and the measure. The development of European Union water resource management policy has the vital significance and the enlightenment function to our country running water resource management policy to the transnational river.
