摘　　要：基于我国在外来侵袭物种问题上面临的巨大压力,通过考察美国与新西兰外来侵袭物种的立法回应,借鉴它们的立法经验,从中得到三点启示:进行专门立法;解决外来侵袭物种受人类价值观、意识决定和行为的影响;从整个生物安全的角度、从国家安全的战略高度来处理外来侵袭物种问题。Basing on facing huge pressure in invasive alien species problem in China, through examining the legal responses for invasive alien species in USA and New Zealand, learning from them, three inspirations can be drawn： make out special laws; deal with the influence affected by human being＇s value opinion, consciousness decision and behavior; deal with invasive alien species problem in the whole biosecurity, and strategic degree of national safety.
