摘　　要：公共图书馆制度在保障知识自由中起重要作用,公共图书馆制度为人们获取知识、信息的公平提供基本的制度保障。它是保障竞争起点公平的重要制度保证,也是实现社会公正的一种重要的制度,所以图书馆必须奉行公益原则,即免费,不以赢利为目的;无差别原则,即对全体成员开放,平等地对待每一个读者。The public library system is very important for guaranteeing the intellectual freedom, the public library system is a basic system for people to freely obtain knowledge and information, and it is also an important system that ensures the equity of the jumping - off point and the social justness, So the library must be free, and not pursuit for the goal of earning money, and it must open for everyone, and treats its readers equally.
