摘　　要：建设创新型国家的重要方针,影响着社会生活的各个领域,提高自主创新能力,是每个社会成员必须强调的重要任务。图书馆作为国家信息服务的领军机构,具有资源、人员、技术等多方面优势,面对用户的自主创新需求,必须进行服务业务的重新组织,这不仅对信息资源开发、利用提出了新的要求,也对管理体制、技术开发、平台建设带来了新的挑战。Building innovative countries is an important policy that affects all spheres of social life, improving the ability of innovation is the important tasks that every member of society must emphasize. Library as a central information services force, with resources, personnel, technology, and other advantages, in the face of users needs to innovate independently, must reorganize the services, which brings new challenges not only for the development of information resources, utilization of the new requirements, but also the management system, TCDC for development platform.
