水库移民的贫困问题及脱贫对策研究

摘　　要：着重从规划、经济、环境、区域文化、人口素质等因素入手,对水库移民的贫困问题进行了分析,并提出了可行的脱贫政策,如科学制定扶贫计划,切实保证水库移民的资金需求,加强移民经费的管理和使用,实施以农业为主多渠道并进的开发性移民,实施移民安置多元化,建立移民参与机制,把教育培训与脱贫结合起来,走"文化移民"的道路,大力推进科技扶贫等对策。From the planning, ecnomics, enviroment, district culture, population quality and other factors, this paper analyzes the poverty problem of the reservoir resettlement. It also puts forward some applicable policies, such as making out the poverty alleviation plan scientifically, guaranteeing to have enough fund for the reservoir resettlement, strengthening management and use of resettlement fund, adopting the resettlement policies based on the agriculture, implementing the diversification resettlement, establishing emigration participation mechanism, integrating the education training with shake-off poverty policy, taking the method of “Culture Resettlement”, supporting the countermeasure of shaking off poverty scientifically and so on.
