摘　　要：改革开放之前,由于实行高度集权的计划体制,我国政府间关系呈现出高度一体化的等级控制模式。当前,我国政府间关系已经在不少方面显示出了网络模式的特征,但在总体上并没有摆脱传统等级制模式的影响。我国政府间关系的调整已经势在必行。The intergovernmental relations of our country betong to the rank control pattern because of the central plan system before the practice of the reforming and open policy. Now, the characteristic of the network pattern appears, but the intergovernmental relation still can＇t get rid of the effect of the traditional rank control pattern. It is important to adjust the intergovernmental relations for our country as soon as possible.
