摘　　要：对国内外机构知识库发展现状进行调查和比较,发现我国IR建设虽然已经起步,但存在数量少、规模小、内容贫乏等问题。提出建立多种资源收集渠道、加强宣传、鼓励上传各种知识资料、争取政策支持、开发和完善软件功能、加强联盟建设、防范可能引起的知识产权问题及关注长期保存问题等建议。By investigating and comparing the domestic and overseas development status quo of IR （Institutional Repositories）, the author discovers theavt there are some problems in IR development of china, then provides some proposals, such as building up multi-channel of contents collecting, spreading propaganda, encouraging uploading all kinds of contents, striving for policy support,and so on.
