水电工程移民安置规划设计标准的修编改进

摘　　要：为了按照国家新发布的法律法规做好水电工程建设征地移民安置的规划设计工作,DL/T5064—1996《水电工程水库淹没处理规划设计规范》须进行修订。在规范修订过程中,新名称命名为《水电工程建设征地移民安置规划设计规范》,并增编了《水电工程建设征地处理范围界定规范》等7项水库技术标准,作为水库规范系列进行了创新调整。为此,对修编的《水电工程建设征地移民安置规划设计规范》等8个规划设计技术标准系列的指导思想和修编特点进行阐述,以科学发展观解读新的技术规范。In order to implement the planning and design of land requisition and resettlement of hydroelectric projects in accordance with laws and regulations recently issued by the government, the “Specifcation for Planning and Design of Reservoir Inundation of Hydroelectric Projects”（File No. DL/T5064-1996） has been revised. The revised standard is en- titled “Specification for Planning and Design of Reservoir Land Requisition and Resettlement of Hydroelectric Projects”. Meanwhile the formulation of seven teetmical standards, including the “Definition of Range of Land Requisition for Resetflement of Hydroelectric Projects”, relating to reservoir projects have been inclnded as an innovation to the series of reservoir standards. Guided by the outlook on scientific development and the principle of building harmonic society, the Paper desexes the features of the revision of the eight planning and design standards including the “Specification for Planning and Design of Reservoir Land Requisition and Resettlement of Hydroelectric Projects so as to facilitate the readers to better comprehend and implement the new technical specifications and carry out the planning and design of resettlement in a better way.
