关于我国体育彩票引入信息披露制度的研究

摘　　要：目前我国的体育彩票的交易双方的权利和义务关系极其不对称,彩民处于无保护的弱势地位,不利于我国体育体育彩票的发展。通过立法来引入信息披露制度是体现公开公平公正原则、防止欺诈的有效举措,也是增强彩民信任感的有效途径。因而信息披露制度的引入对维护体育彩票市场公平公正、保护彩民的合法权益无疑有着重要作用。通过文献资料、专家访谈等研究方法,借鉴证券市场上信息披露制度成果的经验,对目前我国体育彩票引入信息披露制度的必要性、可行性进行了分析,提出了确立体育彩票信息披露制度真实性、充分性和及时性等原则,以及对我国体育彩票发行与销售的信息、对体育彩票公益金分配使用的信息等内容进行披露的建议。The rights and duties relationship of the both sides of sports lottery business in China is not symmetric at present, it will do harm to the ordinary people and the development of sports lottery in China. This paper analyzes the necessity and feasibility of introduction the information announcing system through literature, expert visiting and several research techniques to the sports lottery in China. Introducing of the information announcing system through legislation is an important method based on equity and fairness and protect against cheating, it＇s also an effective method to improve the responsibility of the participants. The author puts forward some principles and given some suggestions about assignment information of lottery funds.
