关于工程建设管理模式采用BT模式的探索

摘　　要：工程项目管理目标的实现，关键在于建设单位必须确定合理的、适用的工程建设管理模式，而管理模式的选择取决于工程特性和建设单位对工程的要求。BT模式近年来在国内外取得了较大的发展，较好地解决了因为建设单位资金紧张而不能实施工程的难题。分析了BT模式在降低建设期风险和缩短工期、控制工程总造价等方面的优点，同时也指出了相应的组织管理体制和项目管理人员缺乏、工程总体筹划能力缺乏、监理体制不能满足BT工程要求等方面的缺点。结合某新建校区工程，分析了应用BT模式的可行性，从克服BT模式缺点，发扬其优点的角度出发，提出了采用BT模式的具体设想.The key to achieving the goals of construction project management is to select a reasonable and suitable mode. However, which project management mode will be used depends on the project itself and the employer＇s requirements. BT mode has been developing quickly during the past years all over the world. It helps many employers to solve their financial difficulties. This paper discusses the advantages and disadvantages of BT Mode. The ways to reduce the risks during the construction time of completion and control the total cost of the work. On the other hand, the paper points out the lack of management elites in the existing construction management system who have the ability to control a large-scale work limit and the development of BT mode. Also, we analyze the feasibility of BT mode in the new campus building and put forward a scheme to develop BT mode＇s advantages and avoid disadvantages during the building course.
