洞庭湖区推广水稻插秧机械化的问题分析与对策研究

摘　　要：水稻插秧机械化是农业部"十一五"推进农业机械化的重要工作任务。目前,在洞庭湖区全面推广机插秧时期成熟,但由于农机管理和培训体系滞后、基层农机推广机构未发挥其职能,加之缺乏推广投入机制等因素阻碍了其推广步伐。因此,农机管理部门要采取通过加强领导、提高认识;建立有效的示范推广基地;多在推广方法上做文章;完善投入机制等措施以确保推广的全面成功。Transplants rice seedlings mechanization is important duty of agricultural department in ＂eleventh-five＂. It is mature that spreading rice transplanter in the Dongting lake region at present, but the agricultural machinery management and the training system is lag, the basic agricultural machinery organization is not display its function, investment mechanism is lack. so, the agricultural machinery department must take measures to promote the comprehensive success, such as strengthen the leadership, the enhancement understanding; establish the effective base; trying for spread method; Consummate investment mechanism.
