摘　　要：土地利用总体规划是关乎全局发展的纲领性文件,涉及到社会的各个阶层,在我国,政府对规划的绝对控制权引致社会不同主体的利益失衡。土地利用总体规划中存在着政府之间、政府与公众之间、政府与用地单位之间的利益博弈。针对各方的利益冲突和矛盾,应建立健全利益平衡机制,通过合理引导各利益主体进行充分的利益博弈,寻求解决利益冲突的方法,实现各利益主体对既得利益和未来预期利益最大程度的维护。The paper analyses the game of interests relating to overall land use planning,such as between government and government,government and the public,government and the land use units.Against the interests of all conflicts and contradictions,interest balancing mechanism should be established and improved.Through reasonable guide to the different interest subject to make full interests game,we will seek ways to resolve the conflict of interest,so as to realize the great maintenance for vested interests and future anticipated interests of all interest subject.
