摘　　要：通过对我国与发达国家的灾害管理体制、立法进行比较研究,分析我国灾害管理中的不足,并提出相应对策。The costive research was conducted on disaster management system in and legislation between China and developed countries to analyze the insufficient of the disaster management in China and some corresponding countermeasures were put forward.
