摘　　要：本文首先分析了我国基础研究绩效评价体系的现状,然后对基础研究绩效的内涵进行了解释,并对国内外基础研究绩效评价指标进行归纳整理;在此基础上,构建了一个初步的基础研究绩效评价指标框架,确定两个一级指标以及十四个二级指标,并从基础研究的研究机构、研究项目、研究人员三个维度出发,给出基础研究绩效评价的评价重点;同时对基础研究绩效评价的权重以及方法进行说明。The paper first analyses the major problems of the basic research assessment system in China. Then, it explains the basic research performance and summarizes the performance assessment indicators at home and abroad, on this basis of which it constructs a primary assessment indicator system of basic research performance and identifies the two first-rate indicators and fourteen sub-degree indicators. And according to the three dimensions including the research institutions, research programs and researches, it gives the assessment emphases. The assessment weights and methods are presented.
