摘　　要：为阐明美军采用联合作战能力需求确定程序的原因和运作过程，为我军打造一体化联合作战能力提供借鉴。论文运用背景剖析、过程分析和特点研究相结合的方法，对美军国防采办需求确定程序的转化缘由做了分析，明确了美军基于能力的采办需求确定程序基本步骤，对比总结了基于能力的采办需求确定程序与基于具体武器系统的传统需求生成机制的主要特点，为完善我军装备采购需求确定机制提出了对策建议。In order to clarify the reasons and operation procedures of the U. S. joint warfighting capabilities needs determining process and to provide references for the construction of integrated joint warfighting capabilities of our military forces, the article adopts combined methods of background analysis, process analysis, and characteristics analysis to analyze why U. S. transforms its defense acquisition requirements determining process into the present mechanism, and it makes clear the basic procedures of U. S. capability-based defense acquisition requirements determining process, and compares the characteristics of the capability-based defense acquisition requirements determining process to those of the traditional requirements generation system based on concrete weaponry system. At the end, some suggestions and proposals are provided, aiming to improve the armament procurement requirements determining mechanism of our military forces.
