摘　　要：本文通过分析当前国内外海员劳务市场和海员队伍发展的形势,指出我国大力发展海员队伍的条件和时机已经成熟,推进海员队伍建设,航海教育培训必须先行。结合青岛远洋船员学院多年来特色办学的经验与体会,分析了我国航海教育存在的问题,对我国航海教育办学和管理提出了建议。This article points out that the condition and time is mature for China to develop seamen contin- gents on a big scale through analyzing both domestic and abroad seamen labor market and circumstances. MET must go ahead of the seamen contingents development. The writers also analyses the problems in Chinese MET combining the practice and experience of characteristic running of QMC, then give some advices to MET and management.
