摘　　要：《东西洋考每月统记传》作为中国近代第一种中文期刊,鸦片战争前在许多文章中以西方立宪背景介绍了宪法观念中的"自由",涉及西方多个国家的自由传统,以及自由和专制之间的冲突。并且以专文的形式介绍了英国的"自主之理",内容涉及英国政体和法治,而且文中从"天赋人权"出发,列举了几项基本自由和权利。＂Dong Xi Yang Kao Mei Yue Tong Ji Zhuan＂ （Magazine of Per Month Record on the Events Occurred in East and West）, as the first magazine in Chinese since the modem China, introduced many constitutional ideas of ＂liberty＂, on the basis of constitutionalism background in the Western World in many articles, referring to liberalism tradition of many westem countries, and conflict between liberty and autocracy. In particular, it stated the theory of freedom in England in a special essay, concerning English regime and rule of law, and exemplifying several sorts of fundamental rights and freedoms from the standpoint of ＂Natural Rights＂. It possessed a creative statue in the aspect of advocating foreign constitutional theories and institutions deserving huge academic concem.
