摘 要:在现有生态效率评价方法的基础上,构建了企业生态效率评价的指标体系,并将污染物排放作为一种非期望输入引入到数据包络分析模型中,运用该模型对杭州湾精细化工园区企业生态效率进行评价.评价结果表明,总体上该园区内43家企业有26家企业的生态效率相对有效,占评价企业总数的60.5%,而另外17家企业的生态效率无效,且多为规模无效和技术无效.最后,对园区进一步发展循环经济,提高生态效率,实现园区的可持续发展提出了一些可资借鉴的建议.Eco-efficiency reflects a scenario of higher quality product with fewer resource inputs and less pollution discharge. In terms of a manufacturing firm, it means a win-win strategy in both economic and enviromnental categories, that is, fewer resource and energy inputs for more quality products along with minimized enviromnental impacts. This paper constructs an indicator system of eco-efficiency on the basis of current eco-efficiency evaluation methodologies. The paper extends the data envelopment analysis (DEA) model by taking pollution discharge as an undesirable input. The new model is applied in the eco-efficiency analysis of chemical firms in Hangzhou Gulf Fine Chemical Industrial Park (HGFCIP). The results show that more than half (26 of 43, 60.5%) of the firms are relatively eco-efficient in HGFCIP, while other 17 firms are relatively inefficient. Most of these inefficient firms are also both scale inefficient and technical inefficient. Finally, it is suggested that HGFCIP should develop circular economy and improve eco-efficiencies to achieve sustainable development.
