摘　　要：运用效率理论,给出了整体效率的定义,由此定义给出了整体最优效率行为决策函数,建立了在符合期望值与固定投入约束下的整体效率最优行为的数学模型,讨论了该模型的求解算法.最后,给出一个简化算例.阐述了整体效率最优行为在航空公司机队规划投资决策中应用的合理性.This paper defines the general efficiency by the Efficiency Theory, and introduces the GOEB（General Optimal Efficiency Behavior） decision function due to the general efficiency definition, it presents the mathematical GOEB model which accords with the restriction of maximum expectation value and fixed investment, and discusses the relative algorithm. Finally a predigested example is given out to expound the rationality of GOEB in the investment decision.
