摘　　要：国际投资领域目前仍没有一部全球性的综合性多边投资协定,这给国际投资法的发展带来了诸多不利影响。而在WTO体制下能否缔结一部综合性的多边投资协定,始终是WTO成员方关注的一个焦点。笔者对此持乐观态度,并认为WTO体制下综合性多边投资协定的成功缔结必须遵循一定的原则。There has been no comprehensive multilateral investment treaty yet in the field of international investment,which has much adverse impact on the development of international investment law.However,whether such a treaty can be concluded in the WTO system is always the focus of all WTO members. The author takes a positive attitude towards this problem,and holds that successful conclusion of such a treaty calls for conforming to some specific principles.
