摘 要:现代科技的飞速发展使复杂军工系统的性能和成本急剧增长,激烈的市场竞争要求我们提高成本管理和控制水平。以NASA为代表的西方先进国家军工行业广泛采用了持续的成本风险管理、成本为独立变量、全寿命周期成本、参数化估算法、挣值管理等成本管理和估算方法,取得了良好的效果。The rapid development of the modern technology is followed by the dramatic increase in the capability and cost of complex system. Hence, it demands us to enhance our cost management and control to be more competitive. The foreign military and defense industries represented by NASA have widely adopted a series of cost management and cost estimation methodologies as Continuous Cost Risk Management (CCRM), Cost As An Independent Variable(CAIV), Lift Cycle Cost (LCC), Parametric Cost Estimating, and Earned Value Management (EVM), which have been influentially effective.
