温州外来务工人员社会保障权的思考

摘　　要：外来务工人员对温州经济的发展意义重大,对其社会保障权给予保护尤为必要。但目前温州外来务工人员社会保障权保护却不容乐观,存在着法制制定、制度设计、法规执行、资金管理等各方面的问题。为了解决这些困难,需要完善社会保障法律体系,进行倾斜性政策保护,转变观念加强执法,充实社会救助制度,并且发挥相关部门的作用。Migrant Workers have been making great contribution to the economic development of Wenzhou, so it is necessary to protect their rights of social security. There are severe problems in many aspects, including law-formulating, system-designing, law-enforcing and fund-administering. Given this situation, the sustainable development of economy calls for the perfection of social security systems, performing inclining protection policy, transforming traditional ideas, the substantiating of social relief systems and the cooperation of correlated institutions.
