摘　　要：信息不对称已成为区域生态建设规划中明确规划方向的障碍。在深入研究考核指标体系、关键因素和规划方向三者之间关系的基础上,提出一个由"数据标准化"、灰色系统理论的GM(1,1)和评估框架构成的模型,以期在一定程度上减少信息不对称性的影响。Informational asymmetric was obstructer interfering with making sure the direction of the program of the regional ecology construction. By revealing the relationships among the index system, key factors and direction of the program, a new model which was composed by data - standardization, GM（1, 1） in the theory of gray System and the frame for assessment was put forward so as to reduce the influence of this obstructer to some extent.
