摘　　要："三农问题"是关系区域经济、社会发展全局的问题,其核心是农民收入增长。对聊城市1978-2005年的农民收入增长划分了五个阶段来分析各个阶段的增长特点和促进政策,分析制约农民收入增长缓慢的因素,在此基础上,提出促进农民增收的五点建议。The three - agriculture issue, that is, agriculture, rural area and farmer, focuses on farmer＇s income growth, exerting a overall influence on regional economy and social development. In this paper five stages are clarified by examing the positive governmental policies. According to the increase of the farmers＇ income in Liaocheng City, Shangdong province, China. It also disscusses the negative elements that may hinder the increase of the farmers＇ income for which five suggestions are give to boost the increase.
