摘　　要：目的:为基层卫生防病工作成本测算和补偿提供依据。方法:确定基层卫生防病服务项目清单,判定项目属性,抽取萧山区卫生防病业绩较好的6个镇开展社区卫生服务机构卫生防病工作成本测算和补偿研究。结果:开展的卫生防病项目有22类119项,其中113项为纯公共卫生服务项目,2006年用于这113项卫生防病项目的成本为2 623.37万元,补偿费用按户籍人口计算每人每年至少应补偿19.37元,按常住人口计算则每人每年至少应补偿13.48元。结论:落实政策,加大对基层卫生防病工作的投入,完善补偿方式,提高补偿的公平性。Objects To provide reference for the cost accounting and compensation of grassroots disease prevention work. Methods After confirming the list of the grassroots disease prevention service items and estimating its characters, six township community health service centers which gained better disease prevention achievements were sampled, and then we calculated the disease prevention cost, and established a pattern for compensation systems. Results The number of disease prevention items that provided by grassroots disease prevention centers were 119, 22 types, among which 113 items were simple public health service items. The cost for those public health service items was 26,233,700 Yuan in Xiaoshan district in 2006, and the financial compensation should be 13. 48 Yuan per permanent resident. Conclusion The local government should formulate some relevant policies, increase the inputs for grassroots disease prevention work, improve the compensation approaches and enhance the impartiality of the compensation..
