摘　　要：在认识到产业集群的区域创新体系构建中的"瓶颈"现实情况的基础上,走一条以集群创导为路径、观念和制度创新为先导、技术和管理创新为推动力、良好的创新环境氛围为催化剂、各行为主体之间形成互动的、网络的区域创新体系的构建之路。Realized ＂bottleneck＂ in the on the basis of the actual situation, walks to industrial clusters region innovation construction system create take the Cluster lead as the way, the idea and the institutional, innovations for the forerunner, the technology and the management innovation for the propelling force, the good innovation environment atmosphere for between the catalyst, various behaviors main body forms interactive, the network region innovation system＇s road of construction.
