外商直接投资决定因素及中西部地区引资对策

摘　　要：采用分阶段的数据和系统GMM对外商直接投资的决定因素进行分析发现,外商在华直接投资的决定因素存在阶段性差异,表现为:外资集聚效应和市场规模的作用增强,开放度的促进作用开始显现,工资负效应、非市场化的阻碍作用减弱,税收优惠作用由正变负,交通基础设施正效应、非国有内资企业的集聚效应消失。据此,中西部地区应积极调整引进外商直接投资的政策和措施,重点在交通基础设施和公平竞争的市场环境的完善上下工夫。Stage data and system GMM is applied to analyze determinants of FDI, and the results show that the determinants of FDI in China has stage difference such as enhancement of agglomeration effect of foreign capital and market scale, initiating promoting effect of open degree, reduced effect of negative role of wages and reduced effect of marketability barrier, tax reduction effect from positive to negative role, positive effect of transportation infrastructures and disappearance of agglomeration effect of non-state-owned enterprises. Accordingly, the policy and measures for proaetive foreign direct investment inflow in mid-west part of China should be adjusted, which should be focused on perfecting transportation infrastructures and fair competition environment.
