摘　　要：干旱长期困扰着以定西为代表的甘肃中部地区经济与社会发展。为解决中部地区人畜和工农业生产用水,各界经过数十年的努力,备受关注的"引洮供水工程"终于开工建设。本论文以水为纽带,探讨基于水资源变更的区域社会、经济及相关利益结构的调整思路,以期构建和谐的区域可持续发展新模式。For a long period of time, economic and social development was seriously influenced by the drought in Gansu Province with Dingxi as its representative. In order to solve the water supplying problem of humans, livestock and the industrial and agricultural production in Central Gansu Province, the project of ＂Transferring Water from Taohe River＂ attended widely by people began to be constructed eventually through several decades of efforts of all. Having water as its link, the paper discusses the adjustment thinking of regional economic, society and related interest structure based on water resources changes, and expects to build a new mode of harmonious regional sustainable development.
