摘　　要：我国现有的环境保护制度尚不适应市场经济下有效地保护环境资源的要求。单纯的市场与政府二元化取向已经不能适应发展环境保护与治理的需要,只有凭借社会力量,即通过公众群体的努力,才能使环境保护真正发挥出社会自主的力量。因此,实施制度创新,建立复合多样的环境保护激励制度来解决环境问题,势在必行。The present environmental system is not suitable for the needs of protecting the environmental resources under the condition of marketing economy. The binary orientation of market and government can not meet the requirements of environment protection and management. Environmental protection can be brought into effect only by means of social forces, that is, the efforts of public. Therefore, it is quite necessary to make innovation of the system and establish various encouraging environmental system to solve the correspomding problems.
