摘 要:分析了当前稳态在线有功调度在安全性、经济性和频率质量方面存在的问题。指出在线有功调度过程中的临时调度指令、机组执行计划中的偏差等不确定因素是造成这些问题的原因。提出基于全局协调的时空分解是解决问题的有效途径。将在线有功调度过程按目标、时间、空间3个尺度进行分解协调,在时间尺度,考虑机组响应能力限制;在空间尺度,保证各区域发供电平衡和输电安全;并建立保优控制环节作为协调过程的辅助。相关模型已在河南电网进行初步现场试验,试验结果表明应用全局协调的时空分解理论指导在线有功调度有利于系统的安全性、经济性和频率质量的提高。The analysis of the online active power dispatch problems in security,economy and frequency quality points out that,the uncertain factors are the main causes,such as the temporary dispatch instruction,the deviation of generation schedule and so on. The time-space decomposition based on global coordination may be its solution. Based on a 3-dimensional(space,time and control objective) analysis,the online active power dispatch process is decomposed and a coordinated dispatch scheme is proposed. In time- dimension,the dynamic response ability of generators is considered;in space- dimension,the power balance and transmission security among regions are ensured; and an optimality control is established to cooperate with the coordination process. A prototype is tested on site in Henan provincial power system and the test results prove that,the security,economy and frequency quality of online active power dispatch are improved.
