摘　　要：如何平衡版权人和社会公众的利益一直是"全国文化信息资源共享工程"建设中的一个重要问题。本文论述了"全国文化信息资源共享工程"在作品数字化、数据库开发、数字文化传播中的版权保护问题,并且提出了解决办法。It is very important for National Cultrural Information Resources Sharing Project to balance the interests between copyright owners and the public. The article first analyzes the problems of protecting copyright in digitizing works, expoiting databases and transmitting digital culture, then puts forward some countermeasures.
