摘　　要：本文所谓的"定编"是指根据医院功能需要所规定的各工作岗位的员额,以及各类工作人员的数量、层次及其相互间的比例关系。人员编制是医院人员管理的主要手段之一,也是医院管理的重要组成部分。人员编制管理的根本目的,是为了实现医院的医疗、保健、预防、教学、科研等功能,完成医院所担负的各项工作任务,最大限度地满足服务对象的要求,保证医院在较低人力成本上的常态运行。Staffing is the major approach to manage medical personnel and a major component of hospital management.It serves to ensure full function of medical and health service,disease control and prevention,as well as clinical teaching and academic research.Besides, it aims to accomplish all the task undertook by the hospital, satisfy patients' demands to the maximum degree and guarantee a normal running of the hospital at a low cost of manpower.From this point, an appropriate staffing plays an important role in a sound development of hospital
